Pass. The Skus and two Kings meet two parts of the test, but you hold five Taroks, one short of six. The sure winners are the Skus and the two Kings: three, where you want about six. A failed Declarer Challenge gives your opponent 3 Victory Points, and passing gives the Dealer the same choice.
Rule: Say “I’ll play” (the Declarer Challenge) if you hold six or more Taroks including the Skus or the Moon, plus two Kings. That means about six sure winners, Kings and big Taroks (XV and up) counted together. Pass with everything else.
