Pass. Two steps down from the XIX, the XVII needs five other Taroks to be a trump stop, and you hold four. Five Taroks feel like a duty, but with no trump stop the duty does not bind you, and without a trump stop, pass.
Rule: A trump stop is the Skus by itself, the XXI with at least one other Tarok, the XX with at least two other Taroks, or the XIX with at least three other Taroks. The ladder of trump stops goes on in the same way, with one more Tarok for each step down.
