Pass. Seven Taroks and two Kings meet two parts of the test, but neither the Skus nor the Moon is among your Taroks. The sure winners are the XIX, the XVI and the two Kings: four, where you want about six. A failed Declarer Challenge gives your opponent 3 Victory Points; with two passes the hand is played as the Dodge Round.
Rule: Say “I’ll play” (the Declarer Challenge) if you hold six or more Taroks including the Skus or the Moon, plus two Kings. That means about six sure winners, Kings and big Taroks (XV and up) counted together. Pass with everything else.
